Full Time Equivalent forecast hit rate 
Number of full-time equivalent employees according to contractual agreement*100/ Number of expected full-time equivalent employees according to budget
Example: Number of FTE’s in business according to contracts: 20,000 Number of FTE’s in business according to budget: 18,000
Hit rate = 20,000*100/18,000 = 111%
Purpose: The purpose is to make sure that the number of full time equivalent employees in business develops according to budget.

Average time to update employee records 
Average time to update employee records if changes in employee information occur.

% of time sheets in need of correction/validation 
Percentage of time sheets in need of correction and/or validation by submitter.

What is the concept of this KPI ? and how can we use it in HR department and what decisions should be taken in order of low/high ratio ?

What i believe is, that this belongs to KPI of a HR Executive who is responsible to prepare employees attendance record (also leave management) for timely prepartion and disbursment of salaries.
This KPI needs to be improved by adding more specifics about the challenges organization’s payroll section is faced with like
If your organization make payment of overtime to employees and send their overtime summary/detail at the end of month after having retrieved attendance record from time management system, than HR Executive must retrieve all relevant information by a certain date.
